Nginx Open Source Edition Update not Working

I'm trying to update Nginx. This is my nginx.repo contents:

[nginx-stable]
name=nginx stable repo
baseurl=https://nginx.org/packages/centos/$releasever/$basearch/
gpgcheck=1
enabled=0
gpgkey=https://nginx.org/keys/nginx_signing.key
module_hotfixes=true

[nginx-mainline]
name=nginx mainline repo
baseurl=http://nginx.org/packages/mainline/centos/$releasever/$basearch/
gpgcheck=1
enabled=1
gpgkey=https://nginx.org/keys/nginx_signing.key
module_hotfixes=true




This is the result I get:

[root@WebServer ~]# dnf update
nginx mainline repo 0.0 B/s | 0 B 02:04

The network is OK. When I disable the Nginx updates, DNF works just fine.

What is wrong?
